Administration

The supreme decision making power of the Association rests with the General Assembly, which convenes every four years. The local authority members elect their representatives to the General Assembly in proportion to their population. Each local authority has at least one representative.

​The General Assembly elects a 101-member council, which meets two or three times a year. The Council makes decisions about the finances, membership fee and action plan of the Association.

At its first meeting, the Council elects the Board, which consists of 15 principal members and 15 deputies. The Board represents the Association and directs its operations. The Board meets once a month. To assist the Board, the Council has appointed Advisory Boards for education and culture, social services and healthcare, services in Swedish and small local authorities. Each Advisory Board has 15 members and an equal number of deputies.

The relative strength of the diverse political parties in the bodies of the association is proportionate to the results of the most recent local elections, i.e. the representation of political parties and other groups corresponds to the votes cast for them.
