The Evaluation research programme (ARTTU) co-ordinated by the Association, aims to examine the impact of the changes effected by the Project to restructure local government and services (Paras). The research programme was launched in 2008 and it will continue until 2012.
The evaluation research programme is designed to gather systematic and comparable information on the impacts of the Paras project on, for example, local government services, democracy and leadership, personnel, municipal finance and local economy and the functioning of the municipal structure.
Under the project, the planning stage of the Paras project implementation process will be assessed. Also, the linguistic implications of the reform will be evaluated. A total of 40 local authorities have been selected for the evaluation research programme that will be implemented as a co-operation project.
