Involved in the ARTTU project are the 40 local authorities that are participating in the research programme, the Association of Finnish Local and Regional Authorities, seven ministries and six universities. The evaluation research is led by the management group; the actual work is carried out by the responsible research units, the leadership of the programme, the project group and the experts groups supporting each subproject.
