Library network and cultural services

The infrastructure of Finnish public libraries is among the most extensive and most used in the world. Library services, available in every municipality, are provided by local authorities and are free of charge to users. About 80 per cent of residents use the services.

In addition to lending of material, libraries have become learning environments for people of all ages. They provide comprehensive information services and electronic materials. Libraries are an essential element in the development of information society, as they promote virtual and interactive web-based and other services. 

Local authorities run art institutions, provide art education, support art and cultural heritage and provide opportunities for cultural and artistic activities. Versatile cultural services have a remarkable effect on the vitality and well-being of municipalities and regions. Culture is part of the municipality’s identity, and cultural services also provide employment and promote creativity both locally and regionally.
