Municipal Personnel

Finnish local and joint authorities employ 430,000 persons, which is about 20 per cent of the country’s workforce. About four-fifths of municipal employees work in health care, education and social services.

Women account for the vast majority of the municipal workforce; only two out of ten employees are men. The average age of municipal employees is currently standing at about 45.3 years.

The personnel is well educated, because many jobs have qualifications laid down in law and requiring a specific educational background. The municipal services sector is extensive and comprises more than 5,000 different occupational titles. The most extensive occupational groups are registered and practical nurses and comprehensive school teachers.

Personnel expenses amount annually to some 19 billion euros, of which 14.6 billion are salary costs and the rest are indirect labour costs.

The municipal sector has overall competitive terms of employment relationships and modern pay schemes. The operations of the public sector are transparent, and e.g. the salaries are public.

Local Government Employers (KT Kuntatyönantajat)

  • promotes the interests of Finnish local and joint authorities employers in the labour market as well as in EU
  • negotiates collective agreements (salaries and other terms) on municipal civil service and contracted employment together with the principal negotiating organizations for the employees.​
