Five voices, One Vision - Five Finnish Voluntary Local Reviews submitted in 2025
In an era where sustainable development is more crucial than ever, Voluntary Local Reviews (VLRs) have emerged as a powerful tool for cities and local governments. VLRs enable communities to assess their progress towards achieving the United Nations' Sustainable Development Goals (SDGs) at a local level. By conducting these reviews, municipalities can identify strengths, address challenges, and share best practices with other cities around the world.
Finnish cities and municipalities have produced a total of 17 VLRs. On this page there are links to the five Finnish VLRs submitted in 2025 by the Cities of Helsinki, Espoo, Tampere, Vantaa and Turku.

Voluntary Local Review (VLR) - a guide to the process
Guide presents Finnish cities’ experiences with VLR reporting. There is no one right way, but the guide provides information and ideas to support process planning.
