A Voluntary Local Review (VLR) is a report prepared by the city or municipality to monitor progress towards achieving the UN Sustainable Development Goals (SDGs). The VLR serves as a tool for development assessment and knowledge-based management as well as a means of aligning local strategies with global sustainability goals.

This guide presents Finnish cities’ experiences with VLR reporting. There is no one right way, but the guide provides information and ideas to support process planning. The breakdown into concise, basic and comprehensive reporting has been made in order to clarify the structure. In practice, different approaches can be combined flexibly.
